Preferential housing loans did not cover all


According to the head of the state Fund Board of youth housing assistance Leonid Risuhin over the last 10 years state support for the programme of providing housing for young people received 30 thousand young families. All of them, as told us official who received loans on preferential terms. However, blessed with just half of those families that were hoping for preferential housing loan from the government.
Leonid risuhin said that from the state budget for concessional lending spent 700 million, but this significant amount allowed to run the youth program lending is only half of the planned indicators.
Recently in Ukraine has been developed and presented a bill on state support of housing construction. Its developers have tried to put in the document all you need in order to once and for all to solve the housing problem in the country. However, analysts of the real estate market, based on experience, predict that this legislative initiative of the state, like many, is not substantiated by the actions of officials and money.
Program providing housing for young people will run until the end of next year. The draft budget for 2012 includes funding programs at the level of the current year, namely in the amount of UAH 60 million. As said Leonid risuhin, these funds will last an average of only 200 credits. Considering the fact that 2010 has already seen positive changes in the financing program, such amounts of cash injections will still not be able to solve the housing problem of young families in the country.
These findings prompted members of the Supervisory Board of Fund of assistance to youth construction to request an increase in allocation of funds up to 750 million hryvnia next year. Exactly the same amount the program has been underfunded over the years. This figure finds confirmation in the conclusions of the accounting chamber. During 2005 to 2009 were annually reduced the amount of funding for state subsidized crediting of young people. In 2009, funds from the state budget has not been allocated at all. As a result of underfunding has not been achieved and the targets of the program. According to Leonid Risuhina there is a real threat of collapse of this important socio-economic program. On the background of the critical funding situation we cannot allow.
