The real estate market without BTI?


As you know, has already adopted a law according to which since the beginning of 2012 in Ukraine will be eliminated and BTI will have a new Registrar of real estate. Replaced the Bureau of technical inventory will come "Ukrgosreestr". This state registration structure created at the Ministry of justice will be responsible for all processes related to the registration of any property, including land.
The main purpose of such innovations is a significant reduction in the communication with officials in the process of registration of real estate. For example, if you sell now optional checking of the apartment with her car registration. According to experts of real estate, such changes can lead to unexpected results. On the one hand it reduces corruption in real estate and makes life easier for people who are long time can not complete the deal due to red tape with BTI. On the other hand, experts fear that innovations will significantly reduce the monitoring of transactions, and thus, it will be possible different kind of Scam.
Officials believe that this innovation will eliminate corruption and an abundance of bureaucratic nuances in the process of issuance of BTI. According to the President Viktor Yanukovych, BTI is one of the most corrupt and opaque areas, and the newly created structure "Ukrgosreestr" will solve the problem.
A pleasant one, and the promised reduction in the cost of services to the new Registrar. Service profitability "Ukrgosreestr" will not exceed 5-10%, while for BTI profitability were set in the range of 30%.
Moreover, the changes have begun already. Regional BTI will not accept documents for registration of property rights since December 1. Kiev BTI will refuse customers in their services as of 15 December.
In the opinion of some experts in the real estate, there is a risk that early next year the market will be a complete mess and the transaction simply stop. According to Victor Nesin, President of the Association of real estate, the new "Ukrgosreestr" actually exists, but it is still not working. Rumor has it that operation of the "Ukrgosreestra" is very slow. At the moment we haven't staffed the new Agency, but already from 1 January 2012 it should work. According to market experts, for the training of employees of the new registering body, which could efficiently provide services, it is necessary not less than two years.
